Houle further states , "in January 2009 the ratio of close price to list price was 86.07%, in February 2009 that same ratio was 89.47% and in March 2009 the ratio increased to 93%. These numbers seem to suggest that home prices in Sea Pines Plantation have stabilized and is further evidenced by a steady monthly increase in the number of closed transactions from January 2009. This is exciting news", says Houle, "because these numbers indicate that the market is trending up and stabilizing".
